Tension flared in parts of Manipur’s hill districts on Sunday after clashes broke out in Ukhrul district, prompting the administration to impose sweeping restrictions in the Litan area to prevent any escalation.

According to news agency PTI, two tribal groups engaged in intense stone pelting at Litan village on Sunday evening.

Security forces were deployed to control the situation and fired tear gas shells to disperse the crowds.

Officials also reported several rounds of firing in and around the village, which added to the panic among residents.

In response, the Ukhrul district magistrate, Ashish Das, clamped prohibitory orders across the entire Litan area from 7 pm on February 8 until further notice under Sub-Section 1 of Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

The order barred people from stepping out of their homes and prohibited any activity that could disturb law and order, while exempting government officials and security personnel on duty.

The written directive cited serious apprehensions of violence.

“Whereas, such disturbances could lead to serious breaches of peace and danger to public tranquillity, and pose risks to human lives and property… whereas, the current circumstances necessitate immediate action, rendering the service of notice impractical," it said.

The order further stated, “Now, therefore, I, Ashish Das, District Magistrate, Ukhrul… do hereby issue an order prohibiting the movement of any person outside their respective residences and any other act or activity that may disturb the prevailing law and order… from 7:00 pm on 8.02.2026 until further orders."

Officials told PTI that tensions had been simmering since Saturday night after a Tangkhul community member was allegedly assaulted by seven to eight people in Litan village.

The matter was initially discussed between the victim’s side and the local village chief, with both parties agreeing to resolve the issue through customary means and to meet again on Sunday.

However, the scheduled meeting did not take place after the victim’s family failed to attend, officials said.

Instead, a group of villagers from nearby Sikibung allegedly attacked the residence of the Litan chief.

While retreating, the group was accused of firing seven rounds while passing through the vicinity of the local police station, triggering further alarm in the area.

SECURITY OPERATIONS UNDERWAY ACROSS MANIPUR

Meanwhile, security forces intensified operations across the state, arresting four people allegedly involved in extortion and criminal activities.

A press note from Manipur Police said cadres linked to People’s Revolutionary Party of Kangleipak (PREPAK), an armed insurgent group, and Kanglei Yawol Kanna Lup (KYKL), a Meitei insurgent group, were detained from areas in and around Imphal and Kakching district.

Mortars and improvised explosive devices were later recovered near the Indo-Myanmar border in Tengnoupal district, which were later destroyed by a bomb disposal team.

Checkpoints were installed across hill and valley districts, convoys escorted vehicles carrying essential goods, and vulnerable locations were placed under heightened security.
