Union Home Minister and Minister of Cooperation Amit Shah is set to deliver the keynote address at the National Conference on “Tackling Cyber-Enabled Frauds & Dismantling the Ecosystem" on Tuesday in New Delhi.

According to a PIB press release, at the event, Shah will also preside over an Investiture Ceremony of CBI officers, inaugurate the new Cybercrime Branch of the Central Bureau of Investigation (CBI), and launch the S4C Dashboard under the Indian Cyber Crime Coordination Centre (I4C), Ministry of Home Affairs.

The two-day conference, organised by the CBI in collaboration with I4C, Ministry of Home Affairs, will run from February 10 and 11 at Bharat Mandapam in the national capital.

“The conference is being convened at a time when, under the leadership of Prime Minister Shri Narendra Modi, India’s rapid digital transformation has significantly improved access to banking, governance, and communication, while simultaneously creating new vulnerabilities that are being exploited by organized cybercriminal networks," the release noted.

The CBI has been investigating cybercrime since 2000 and enhanced its capabilities by setting up the Cybercrime Investigation Division in 2022. The agency serves as the nodal body for cybercrime cases affecting the Central Government and its offices, handling both cyber-dependent crimes and cyber-enabled frauds.

The conference aims to build a shared understanding of the scale, trends, and evolving nature of cyber-enabled fraud in India. It will examine three critical pillars of the cyber-fraud ecosystem: the financial pillar (mule accounts and money laundering), the telecom pillar (misuse of SIM/eSIM and digital infrastructure), and the human pillar (cyber slavery and trafficking into scam compounds).

Key objectives include strengthening inter-agency and public–private collaboration among law enforcement, banks, telecom providers, regulators, and technology platforms; exploring the use of artificial intelligence and data analytics to scale investigations; and improving mechanisms for faster fraud reporting, real-time fund tracing, timely evidence preservation, and better victim protection.

Senior officials and experts from Central and State law enforcement agencies, the Department of Telecommunications, Reserve Bank of India, public and private banks, FinTech firms, telecom and social media companies, cybersecurity experts, and international representatives are expected to participate.
