The Department of Environment and Climate Change, Government of Maharashtra, on Tuesday unveiled a pipeline of more than 1,000 urban climate action projects across 44 AMRUT cities, marking a major push to scale up climate-resilient development across the state.
The announcement was made during Mumbai Climate Week in partnership with WRI India, an independent charity. The projects have been developed under the Climate Forward Maharashtra initiative and are anchored in the City Climate Action Accelerator launched in 2023.
At the event, the state government also launched a new Climate Finance Access and Mobilisation Strategy (CFAMS) to mobilise large-scale capital to support its transition to a low-carbon, climate-resilient economy, even as it targets becoming a $1 trillion economy by FY28.
Climate Action
Now entering Phase 2, the accelerator will focus on converting climate plans into investment-ready projects that are scalable, financially viable, and measurable in terms of impact. The pipeline is organised by sector, city and state of readiness to enable faster implementation and improved access to public and private finance.
The projects span six key sectors: greening and urban heat management, air quality management, water resources, sustainable waste management, energy and buildings, and sustainable mobility.
Abhijit Ghorpade, Director of the State Climate Action Cell, said the initiative would help cities move “beyond planning to delivering implementable solutions on the ground,” while attracting investment and improving quality of life.
Finance
Officials estimate that nearly ₹3 lakh crore will be required between 2024 and 2030 to implement climate actions under the revised plan.
Public funding alone will be insufficient, they said, underscoring the need to crowd in private capital through blended finance and risk-sharing instruments.
Alongside CFAMS, the state also announced a Maharashtra Climate Finance Dashboard to track climate-related expenditure across departments and improve transparency.
