Durgapur rape case: “Justice delayed is justice denied,” NCW chairperson Vijaya Rahatkar said in report, according to sources

The National Commission for Women (NCW), in its report, has urged swift and stringent action in the Durgapur rape case, highlighting the West Bengal government’s glaring deficiencies, sources privy to the development told News18.
A 23-year-old woman hailing from Jaleswar in Odisha’s Balasore district was allegedly gang-raped on Friday night when she went outside the private medical college with a friend to have dinner.
“The NCW report reveals massive law and order failure and deliberate inaction. The NCW has noted glaring deficiencies in law enforcement response," said sources.
The report also highlighted failure of the enforcement agencies to cordon off the crime scene, delay in forensic examination, alleged sources.
“Justice delayed is justice denied," NCW chairperson Vijaya Rahatkar has reiterated in its report, according to sources.
Rahatkar will hand over the report to West Bengal CM Mamata Banerjee and the Governor.
What has NCW recommended
The NCW has recommended following steps:
Internal review of police handling
If victim doesn’t feel safe, the state government shall jointly arrange for her transfer
Forensic reports shall be expedited
Proper illumination and CCTV coverage of the area
The hospital shall submit comprehensive security audit
Entry and exit points of the hospital to have proper registers.
Durgapur case: The progress so far
The West Bengal Police on Monday arrested two more persons in connection with the alleged gang rape in Durgapur, taking the total number of apprehensions in the case to five, a senior officer said.
Deputy Commissioner of Police (DCP) Abhisekh Gupta of the Asansol-Durgapur Police Commissionerate told PTI, “Two more arrests have been made. With these, all five accused have been taken into custody based on the complaint filed by the woman."
Three persons were arrested on Sunday for their alleged involvement in the ‘gang rape’ of the student.
CM Banerjee described the incident as “shocking" and said her government has ‘zero tolerance’ for such crimes.
However, she also urged women not to venture out alone late at night, a remark that drew sharp criticism from opposition parties and women’s rights groups.
Leader of the Opposition in the state assembly, Suvendu Adhikari, alleged that at least one of the arrested accused is a Trinamool Congress (TMC) worker.
Odisha State Commission for Women (OSCW) chairperson Sovana Mohanty will also reach West Bengal during the day and she would speak to the survivor and check her health condition, and meet her parents and hold discussions with the local police.
