Parliament is set for a stormy week as the Opposition steps up protests against Amit Shah and the 'Chanda Chori' campaign, while the Centre pushes key Bills.

Parliament is set for another turbulent week as both Houses reconvene on Monday, with the government preparing to push several key Bills and the Opposition gearing up for an aggressive campaign on multiple issues.

The Centre is expected to seek passage of at least six Bills in the Lok Sabha and the Rajya Sabha. Though it is not part of the official legislative agenda, the Foreign Contribution Regulation (Amendment) Bill is also likely to be taken up in the Lok Sabha around the middle of the week. The Bill was deferred during the Budget Session.

There is, however, no indication yet that the redesigned Delimitation Bill, which failed to move forward earlier this year, will be introduced in the current session.

Opposition to step up pressure

The Opposition has decided to intensify its attack on Union Home Minister Amit Shah while continuing to raise the alleged “Chanda Chori" (donation theft) issue linked to the Ayodhya Ram temple.

Floor leaders have reportedly agreed on a two-pronged strategy one issue will be raised inside Parliament while the other will be highlighted through protests outside the House. Opposition parties are also expected to continue demanding a statement from Shah on police action, including the reported use of pellet guns against protesting students.

So far, Shah has not responded to these demands. He was also absent during discussions on several Home Ministry-related Bills, including legislation on criminalising insults to Vande Mataram, amendments concerning delayed registration of births and deaths, and the law dealing with unfair means in public examinations, despite being the principal target of the Opposition’s criticism.

BJP plans counter-offensive

The BJP, meanwhile, is preparing to hit back. Senior BJP MP Anurag Thakur has written to Lok Sabha Speaker Om Birla seeking breach of privilege proceedings against Leader of Opposition Rahul Gandhi over remarks made in the House.

Another flashpoint has been the Opposition’s “Chanda Chori" protest near Makar Dwar in Parliament. During the demonstration, Independent MP Pappu Yadav portrayed a priest dressed in saffron robes allegedly stealing donations, while Rahul Gandhi also took part. The protest drew sharp criticism from the BJP, even as Opposition leaders said they would continue using “creative" and “innovative" ways to keep the issue alive.

Bills lined up

Among the Bills expected to be taken up this week are the Micro, Small and Medium Enterprises (Amendment) Bill, the Supreme Court (Number of Judges) Amendment Bill, the Registration of Births and Deaths (Amendment) Bill, the Indian Statistical Institution Bill, the Bankers’ Books Evidence Bill, and the Appropriation Bill for Demands for Excess Grants for 2022-23.

Parliament has already passed the Public Examination (Prevention of Unfair Means) Bill, which has received the President’s assent. One House has also cleared the Supreme Court (Number of Judges) Amendment Bill and the Registration of Births and Deaths (Amendment) Bill.

The Taxation and Other Laws (Amendment) Bill, though not included in the official list of business, has been circulated among Members of Parliament, indicating that it may also be taken up during the week.
