Prime Minister Narendra Modi has outlined an ambitious reform roadmap for the coming years, asking all Cabinet ministers to come prepared with a detailed report card of reforms undertaken in their respective ministries during the government’s third term.

Sources say the Cabinet Secretariat has circulated a specific form, laying out the format in which each ministry must present its reform initiatives and achievements.

The ministries will need to highlight what exactly the reform is, when it was implemented, and what the results are after that.

Apart from the regular Cabinet agenda, a special segment has been set aside for ministries to share key achievements and positive developments. Ministers will individually brief the Cabinet on the reforms carried out under what is being described as a “Reforms Express".

According to sources, the Prime Minister has conveyed that regardless of whether a minister continues in the present Cabinet or not, every ministry must immediately focus on its reform priorities.

In the long term, this reform drive is envisioned as part of a broader roadmap leading up to 2047.

Among the most significant reforms carried out during Prime Minister Narendra Modi’s tenure has been the rollout of GST 2.0, implemented during the last festive season, which was projected as a major step toward rationalising the indirect tax regime.

More recently, Railways Minister Ashwini Vaishnaw announced that his ministry would undertake 52 reforms in 52 weeks—an ambitious, time-bound reform agenda aimed at accelerating modernisation and efficiency in the railway sector.

In the sports sector, one of the key milestones has been the passage of the Sports Development Bill, designed to place athletes at the centre of governance and institutional reform.

The Prime Minister has repeatedly emphasised that India is on board the “Reform Express," describing reforms as the driving force behind the journey toward a Viksit Bharat—a developed India by 2047.

During the Cabinet discussions, each minister will present a detailed account of reform measures undertaken within their ministry.
