‘Taken On Board India's Inputs....’: MEA On UN Report Highlighting JeM's Role In Delhi Blast Case

The Ministry of External Affairs (MEA) on Thursday said that a recent United Nations report flagging the role of Jaish-e-Mohammed (JeM) in the 2025 blast near the Red Fort in the national capital has taken into account India’s concerns regarding cross-border terrorism.

While addressing a media briefing, MEA spokesperson Randhir Jaiswal said that India has noted the 37th report of the Analytical and Support Sanctions Monitoring Team, which was published on February 4, 2026. He said that the report reflects India’s inputs on cross-border terrorism and the need to strengthen the global fight against terrorism.

“On the report of the monitoring team, this particular report that you referred to it is there in the public domain, it is online, this was the 37th report of the Analytical and Support Sanctions Monitoring Team, this was published on 4th February, 2026 and we have seen that they have taken on board India’s inputs in regards to our concern on cross border terrorism and also as to how we can strength the global fight against terrorism, " Jaiswal said.

A United Nations Security Council (UNSC) monitoring report flagged continued activity by South Asia-based jihadist groups, including Jaish-e-Mohammed (JeM), despite years of sanctions, financial curbs and international pressure.

The 37th Analytical and Support Sanctions Monitoring Team report acknowledged India’s inputs on cross-border terrorism. The UN report linked JeM to the Red Fort attack and noted the group’s women-only wing, Jamaat ul-Muminat, aims to support terrorist attacks.

A massive blast rocked Delhi on the evening of November 10 when a Hyundai i20 car exploded at 6:52 pm near the Red Fort Metro Station, killing at least 15 people and injuring several others. The impact of the explosion was such that several vehicles were damaged, and visuals from the site showed mangled bodies and scattered debris.

The monitoring team noted that JeM had claimed responsibility for a series of attacks and was reported to be linked to the Red Fort explosion based on information provided by one member state. However, the UN clarified that the attribution reflects the assessment of the concerned member state and is not an independent UN determination.

Additionally, the report mentioned that on October 8, 2025, JeM chief Masood Azhar formally announced the establishment of a women-only wing, “Jamaat ul-Muminat", aimed at supporting terrorist attacks. The development has been viewed with concern as part of efforts to expand the group’s structure.

Meanwhile, the National Investigation Agency (NIA) is continuing its probe into the Red Fort blast case. So far, nine people have been arrested in connection with the attack.

In December, the NIA arrested the eighth accused, Dr Bilal Naseer Malla from Baramulla, Jammu and Kashmir, for allegedly providing logistical support to the main accused. The seventh accused, Soyab from Dhauj in Faridabad, was also arrested for allegedly sheltering and assisting the key suspect ahead of the blast.

Earlier, on November 20, the NIA had arrested Shaheen Saeed along with Dr Muzammil Shakeel Ganai, Dr Adeel Ahmed Rather, and Mufti Irfan Ahmad Wagay from Jammu and Kashmir. The agency said it is tracking multiple leads and conducting searches across states in coordination with local police.
