The Uttar Pradesh government’s second cabinet expansion under Yogi Adityanath on Sunday was marked largely by caste calculations, with the Bharatiya Janata Party (BJP) attempting to sharpen its social engineering strategy ahead of the crucial 2027 Assembly elections.
The expansion reflected the party’s focus on consolidating support among non-Yadav OBCs, Dalits and upper castes — social groups that have remained central to the BJP’s electoral dominance in Uttar Pradesh over the past decade.
Governor Anandiben Patel administered the oath of office and secrecy to eight leaders at a ceremony held at Jan Bhavan in Lucknow. With the latest reshuffle, the Yogi government has now reached its full sanctioned strength of 60 ministers, including 23 cabinet ministers, 16 ministers of state with independent charge and 21 ministers of state.
Among the newly inducted ministers, one belongs to the Brahmin community, three are from Other Backward Classes (OBCs), and two represent Dalit communities, underlining the BJP’s attempt to maintain a broad social coalition in the politically sensitive state.
Former Uttar Pradesh BJP president Bhupendra Chaudhary, a prominent Jat face from western Uttar Pradesh, and Samajwadi Party rebel MLA Manoj Kumar Pandey, a Brahmin leader from Rae Bareli, were inducted as cabinet ministers. Political observers believe the inclusion of Manoj Pandey is aimed at strengthening the BJP’s outreach among Brahmin voters, a section the opposition has repeatedly claimed is unhappy with the ruling party.
Bhupendra Chaudhary’s induction, meanwhile, is being seen as an attempt to reinforce the BJP’s hold among Jat voters in western Uttar Pradesh after the Lok Sabha elections, where the party faced challenges in several regions.
Sources in the BJP said Bhupendra Chaudhary is likely to be given the Public Works Department portfolio, which has remained with the chief minister after Jitin Prasada moved to the Centre.
The promotion of Ajit Singh Pal and Somendra Tomar as ministers of state with independent charge is also being linked to the BJP’s effort to strengthen its non-Yadav OBC outreach.
Similarly, the induction of Krishna Paswan, Surendra Diler and Hansraj Vishwakarma is being viewed through the prism of Dalit and backward caste representation. Kailash Rajput’s inclusion is expected to help the BJP consolidate support among the Lodh and Rajput communities in parts of Bundelkhand and central Uttar Pradesh.
Political expert Shashikant Pandey said the cabinet expansion clearly reflects the BJP’s strategy of balancing caste equations before the 2027 elections.
“The BJP appears to be focusing once again on the social coalition that helped it dominate Uttar Pradesh politics. The inclusion of leaders from OBC, Dalit and upper caste communities shows the party is trying to plug social gaps that emerged after the Lok Sabha elections," Pandey said.
He added that the induction of Manoj Pandey also sends a political signal to upper caste voters, especially Brahmins, while Bhupendra Chaudhary’s inclusion strengthens the BJP’s outreach in western Uttar Pradesh.
“The BJP understands that Uttar Pradesh elections are ultimately shaped by caste arithmetic along with political narrative. This expansion is more about social messaging than administrative restructuring," he said.
The BJP has consistently relied on social engineering by creating a coalition of non-Yadav OBCs, non-Jatav Dalits and upper castes to counter the Samajwadi Party’s traditional MY (Muslim-Yadav) base. The latest cabinet expansion appears to be another step in that direction after the party’s relatively weaker performance in Uttar Pradesh during the 2024 Lok Sabha elections.
The ceremony also carried symbolic messaging associated with the BJP’s ideological positioning. Krishna Paswan arrived wearing a saffron “Radhe-Radhe" stole, while Surendra Diler appeared in saffron attire. After taking oath, Krishna Paswan raised slogans of “Jai Shri Ram" during the official group photograph.
State minister Dayashankar Singh defended the reshuffle, saying the vacant posts in the council of ministers were filled while maintaining social and regional balance.
“There were six vacant posts in the council of ministers. Representation has been ensured for all sections and regions," he said.
Another minister, Narendra Kashyap, said the expansion reflected the BJP’s “Sabka Saath, Sabka Vikas" agenda and aimed at giving representation to communities that deserved participation in governance.
The cabinet reshuffle also triggered a political attack from Samajwadi Party chief Akhilesh Yadav, who questioned the BJP over rewarding leaders who crossed over from opposition parties.
“People are asking that there are only six vacancies in the Uttar Pradesh Cabinet, while the number of leaders who switched sides from other parties is much higher. Will all of them be rewarded with ministerial positions?" Akhilesh posted on X.
The expansion is being seen as the BJP’s first major caste recalibration exercise in Uttar Pradesh after the Lok Sabha elections as it prepares for the 2027 Assembly battle.
