Mohan Yadav has instructed the GAD to remove all provisions related to disqualification from government service on the basis of having more than two children.

In a major development, the Mohan Yadav-led Madhya Pradesh government has scrapped the two-child policy that barred candidates with more than two children from eligibility for government jobs.
As per news reports, Chief Minister Mohan Yadav on Tuesday directed the General Administration Department (GAD) to remove the provision from the proposed Madhya Pradesh Civil Service Rules and publish a revised draft. He also ordered the immediate removal of the existing draft from the official government portal.
In 2001, as per a decision made by the then Digvijaya Singh-led Congress government, the GAD had introduced a provision declaring candidates ineligible for direct recruitment and departmental appointments in government service if they have more than two living children.
According to the Madhya Pradesh Civil Service (General Conditions of Service) Rules, 1961, candidates having more than two living children on or after January 26, 2001, were deemed ineligible for government service.
The rule was not limited to candidates seeking government jobs as restrictions were also imposed on serving employees to discourage them from having a third child. As per the amended Madhya Pradesh Civil Service (Conduct) Rules, 1965, the birth of a third child to a government employee was classified as an act of indiscipline. Consequently, there was a provision for departmental action against any government employee who had a third child after the specified cut-off date.
According to the state government, the Chief Minister reviewed the provisions and found that employee associations had long sought a reconsideration of the rule, arguing that it had caused hardships for government servants and their families.
Officials said the government felt the provision had become outdated and required revision in light of changing circumstances.
“The chief minister has taken this major decision in the interest of government employees and aspirants seeking government service," an official statement said.
Yadav has instructed the GAD to withdraw the proposed draft rules, remove all provisions related to disqualification from government service on the basis of having more than two living children, and prepare a revised draft in accordance with due procedure.
