Over a month after a migrant worker from Odisha was assaulted in Tamil Nadu, the National Human Rights Commission (NHRC) has issued a show cause notice to Tamil Nadu Chief Secretary and has directed to ensure all necessary medical treatment, post-trauma counselling, and reimbursement of any treatment costs for the victim.
NHRC further noted the delayed FIR registration and the sudden disappearance of the victim from the hospital without follow-up searches. In regards to this, the commission asked the Tamil Nadu Director General of Police to submit an explanation within seven days and to trace the victim at the earliest.
The Tamil Nadu government has been informed about the migrant worker Suraj, who was brutally attacked with sharp weapons, left the hospital in an injured condition and has since gone missing, with no current information available about him.
The incident reportedly took place on December 27 last year, and the victim’s statement was recorded on the same day. However, the FIR was registered the next day after pressure was built up on social media.
NDRC has accused the state authorities of not making effective efforts to trace the injured victim or identify his family members.
The Commission has termed this a serious lapse of the state machinery and a violation of the victim’s right to life and dignity under Article 21 of the Constitution.
The Chief Secretary has been directed to submit a detailed explanation and action-taken report on the negligence and lapses on the part of the police and administration.
