The National Investigation Agency (NIA) has revealed that the Red Fort area car bomb blast accused were part of a wider conspiracy to carry out coordinated attacks across India, including on so-called “power centres" in Uttar Pradesh and areas with significant Hindu populations, according to the 7,500-page chargesheet accessed by CNN-News18.

The chargesheet, filed against ten accused in the November 10 terror attack case, outlined what investigators call as a broader anti-India terror module linked to Ansar Ghazwat-ul-Hind (AGuH), an offshoot of Al-Qaeda in the Indian Subcontinent (AQIS). The attack had killed at least 11–15 people and injured several others in the national capital.

According to the NIA, the module was not limited to Faridabad and had plans to expand operations to multiple locations across the country, identifying areas with administrative importance as well as regions with Hindu-majority populations.

Planned Hubs In Uttar Pradesh

The chargesheet stated that the group had established a functional operational hub in Lucknow, where members allegedly identified shops for procurement of chemicals and other materials used in making explosives. NIA further noted that one associate was identified locally to assist with logistical support.

The accused also allegedly conducted reconnaissance in Lucknow, identifying key targets including the Raj Bhawan, the state Assembly and the Secretariat. The group had reportedly prepared maps and routes for carrying out attacks at an appropriate time, the chargesheet said.

“The group established a functional hub-secretariat in Uttar Pradesh for coordination of procurement, manufacturing, and planning," the chargesheet revealed.

Expansion Plans

The NIA further stated that the module was influenced by AQIS/AGuH ideology and included individuals radicalised within professional backgrounds, including medical practitioners. The group was allegedly upset after the killing of Burhan Wani and other leaders.

The chargesheet also noted that members attempted to restructure leadership within the outfit after the death of a close associate identified as Muzzamil Tantrik, forming an interim command structure to sustain operations.

The group expressed intent to establish links with AQIS for broader alignment and support, indicating international ideological connectivity, it noted.

The chargesheet alleged that materials used for remote detonation devices were sourced from Bhagirath Palace in Delhi and were tested during preparations.

All ten accused, including the deceased alleged mastermind Dr Umer Un Nabi, have been named in the case. The chargesheet has been filed under provisions of the Unlawful Activities (Prevention) Act, Bharatiya Nyaya Sanhita, Explosive Substances Act, Arms Act and the Prevention of Damage to Public Property Act.

The case remains under trial before a special NIA court at Patiala House in New Delhi.
