NHRC has urged the Sports Authority of India to address sexual harassment and health risks at gyms, seeking stricter regulations, and trainer checks

In response to a series of serious complaints of sexual harassment involving women, girls and teenagers at gyms and fitness centres across several states, the National Human Rights Commission (NHRC) has taken a firm stand, terming the incidents a grave violation of human rights. The commission has issued notices to the chief secretaries of all states and Union Territories, seeking detailed reports on the functioning and regulation of fitness establishments. The Ministry of Youth Affairs and Sports and the Sports Authority of India (SAI) have also been asked to submit information on existing guidelines and monitoring mechanisms. (News18 Hindi)

According to information placed before the commission, some trainers at gyms and fitness centres are allegedly misusing the trust and authority associated with their roles. Several complaints point to instances of inappropriate behaviour and sexual harassment targeting women and underage girls. In many cases, victims are unable to come forward due to fear, shame and social pressure, making the problem largely underreported. (News18 Hindi)

The NHRC has observed that the absence of clear and uniform regulations governing the gym and fitness industry has worsened the situation. In several states, there are no standardised norms for opening and operating fitness centres. Trainers are often hired without proper background verification, creating opportunities for individuals with questionable intentions to gain access to women and children. (News18 Hindi)

Apart from safety concerns, the commission has also raised alarms about health risks associated with the unregulated fitness sector. It noted that many gyms are selling food supplements without proper quality checks or approvals, while incorrect training methods are leading to serious health complications. Teenagers and young adults, in particular, are reportedly consuming such supplements without adequate knowledge, resulting in hormonal and physical issues. (News18 Hindi)

Through its notices, the commission has sought detailed information from state authorities on the rules governing the establishment of gyms and fitness centres, the qualifications required for trainers, the process of background verification, and the licensing system in place. It has also asked what mechanisms exist for addressing complaints and what action is taken when violations are reported. (News18 Hindi)

Simultaneously, the NHRC has written to the Sports Ministry and the Sports Authority of India to understand what national-level guidelines are in place to regulate and monitor fitness and training centres. The objective, the commission stated, is to ensure that exploitation does not take place under the guise of sports and fitness. (News18 Hindi)

Emphasising that the safety of women and children must remain a top priority, the commission underlined that spaces meant to promote health and well-being should not become sites of fear and insecurity. It has urged states to take immediate corrective measures and adopt a zero-tolerance approach towards harassment and misconduct. (News18 Hindi)

Sources indicate that the commission may push for the creation of uniform national guidelines based on the responses received. These could include mandatory certification and training standards for trainers, greater representation of female trainers, installation of CCTV cameras, dedicated complaint helplines, and regular inspections of fitness facilities. The NHRC has further expressed concern that many trainers currently operate without any recognised standards, exposing people to unsafe exercise practices that pose serious health risks. The widespread availability and use of illegal and uncertified food supplements has also been flagged as a growing threat. The commission has asked state governments to clarify what steps are being taken to curb such practices and what action is being initiated against violators. (News18 Hindi)
