T.N. govt orders that English version of Part I of Union-State Relations report be put in public domain

The Tamil Nadu government has directed the High-Level Committee on Union-State Relations to grant open access by hosting the English version of Part I of its report in the public domain, similar to the Tamil version, with immediate effect to ensure transparency. A Government Order to this effect was issued by the Public Department on July 30, 2026

The English report has since been hosted on https://hlcusr.tn.gov.in for free download.

The State government also directed the committee to cancel the exclusive copyright for the English version of Part I of the report. A Government Order to this effect was issued by the Public Department on July 30, 2026

The previous DMK government had constituted the High-Level Committee on Union-State Relations on April 15, 2025, headed by retired Supreme Court judge Justice Kurian Joseph. Retired IAS officer K. Ashok Vardhan Shetty and former Vice-Chairman of the Tamil Nadu State Planning Commission M. Naganathan were appointed as members.

The committee submitted Part I of its report to the then Chief Minister M.K. Stalin on February 16 this year. Mr. Stalin tabled the report in the Assembly on February 18.
